Labuan Duty-Free Shopping 2026: 7 Verified Shops and the 1-Litre Limit

Labuan is still a free port, but two changes have quietly rewritten what you can actually carry home: cigarettes have been taxable on every Malaysian duty-free island since 1 January 2021, and since 2023 Customs has enforced a 1-litre alcohol cap on anyone leaving — down from six litres. This guide re-verified all 7 shops against the mall's own live tenant directory and Google Maps, corrected the anchor tenants (Giant left Sabah years ago; Bataras runs the supermarket now), and lists the official duty-free allowance figures from Malaysia's own aeronautical information publication.

What Changed: Labuan Is Still A Free Port, But Two Rules Now Decide Your Trip

Labuan has been a free port since 1 September 1956, decades before it became a Federal Territory in 1984, and that status still covers the whole island rather than a single terminal. But the shopping reality has moved twice since then, and both changes are easy to miss.

The first is tobacco. Cigarettes and tobacco products have been listed as taxable goods on every Malaysian duty-free island — Langkawi, Labuan, Tioman and Pangkor — since 1 January 2021, the same date the Royal Malaysian Customs Department stopped issuing new cigarette import licences. Whatever you may read elsewhere, including on some tourism pages that still advertise duty-free cigarettes here, there is no longer an island discount on a carton. Budget 2026 pushed the base higher again: from 1 November 2025 excise duty rose by 2 sen per cigarette stick, RM40 per kg on cigars and cheroots and RM20 per kg on heated tobacco products.

The second is the take-home cap on alcohol. A long-standing limit was enforced from 2023, restricting travellers leaving Labuan to 1 litre of alcoholic drinks, or four cans of beer. Before that the practical maximum was around six litres, or a crate of 24 cans. Labuan's tourism, culture and arts department reported a 33% drop in tourist numbers afterwards, and the Labuan Chinese Chamber of Commerce said roughly 45% of its 200 members were affected. Budget 2026 also raised excise duty on alcoholic beverages by 10% from 1 November 2025.

That cap is the single most important number on this page. You can browse a wall of single malts, but you can legally carry one litre off the island.

The Official Allowance Figures

These come from Malaysia's own aeronautical information publication (AIP GEN 1.3, edition dated 2 December 2025), which reproduces the traveller's allowance in full — a firmer source than the shop-assistant estimates that circulate on forums.

The qualifying period is where Labuan differs most. The general rule is an absence from, or intended visit to, Malaysia of not less than 72 hours. For Labuan the period is 24 hours, and for Langkawi it is 48 hours. A same-day ferry hop over and back does not qualify you for anything.

Within that window the exempted quantities are wine, spirits or malt liquor not exceeding 1 litre in all and tobacco not exceeding 225 grams (equivalent to 200 cigarettes). On value, gifts and souvenirs are capped at RM200, except goods from Langkawi and Labuan, where the cap is RM500. Separately, cosmetics, soaps and dentifrices are capped at RM200 and dutiable foodstuff at RM75. Exceed a limit and you pay duty on the excess only, not on the whole purchase.

Read those two paragraphs together and the tobacco line stops mattering: the customs allowance still lets you bring 200 cigarettes into Malaysia, but because they are taxed at the till on Labuan, buying them here saves you nothing.

A Worked Example

A Kota Kinabalu couple ferry over on Friday and fly home Sunday, so they clear the 24-hour rule comfortably. Between them they can bring back 2 litres of spirits (one litre each), RM1,000 of gifts and souvenirs, RM400 of cosmetics and RM150 of dutiable food without paying duty. What they should actually load up on is chocolate, perfume and cosmetics, because those sit under generous value caps rather than a hard one-litre volume cap. What they should not bother with is cigarettes.

Is Full Duty-Free Status Coming Back?

It is being asked for, not granted. On 29 April 2026 the Labuan Corporation Advisory Council, chaired by Datuk Bashir Alias, said Labuan should get the same consideration as Langkawi after Prime Minister Anwar Ibrahim indicated the government would study restoring Langkawi's full duty-free status. Nothing has been gazetted. Meanwhile Budget 2026 moved in the other direction on vehicles: from 1 January 2026, import duty, sales tax and excise duty apply to cars imported into Langkawi or Labuan valued above RM300,000.

Planning The Shopping Itself

Everything below sits in Victoria (Labuan Town), walkable from town-centre hotels. Financial Park Complex opens 9am to 9pm daily and holds the largest single cluster. Two things will catch you out: LMJ Duty Free closes on Sundays, which is exactly when day-trippers arrive, and Sky Park inside Financial Park shuts at 6pm while its sibling branch at the ferry terminal trades until 9pm. Bring your passport or MyKad for eligibility checks, and carry cash — the mall's larger tenants take cards, but several independents and every market stall prefer notes.

Two Listings That Have Changed Since Our Last Check

Two entries carried in earlier versions of this guide no longer stand up. Aik Guan Duty Free Sdn Bhd still exists on Jalan Merdeka and still answers on +60 87-419 977, but it publishes no opening hours or website, Google now categorises the premises as a storage facility rather than a shop, and its last customer review dates from 2019. Treat it as a trade or bulk-order address to phone ahead of, not a walk-in stop, and we have given its place on this list to the Sky Park branch instead. Separately, the Sky Mart chain's third branch near the old ferry terminal at Sri Ganti no longer appears in mapping data — two outlets are verifiable today, not three.

Which Spots Are Worth Your Time

With one hour, Financial Park covers the most ground. For range, One Stop Duty Free is unmatched on the island, though repeat shoppers consistently say it is not the cheapest — compare against Sky Park or LMJ before buying in volume. For a last grab before boarding, only the ferry-terminal Sky Mart is genuinely on your way. And if duty-free is not the point, UTC & Labuan Central Market is where residents actually shop.

Financial Park Complex — the island's only mall, 9am-9pm daily

Labuan's only proper shopping mall, on Jalan Merdeka in Victoria, open 9am to 9pm daily. Checked against the mall's own live tenant directory in September 2026, the anchors are Bataras Supermaket Ujana Kewangan (Unit E011) and Parkson RIA (Unit 1E006), plus MR D.I.Y. (Units A035, B019 and E003), Guardian (Unit A008), The Body Shop (Kiosk 12), Yubiso and Cosway. Giant is no longer here — the chain exited Sabah and Sarawak and Bataras acquired 13 of its outlets in 2018, so any guide still listing Giant as the anchor is out of date. Sky Park Duty Free (Units A019, A020 and B011) and Xtreme Computer Zone sit on the same ground floor, which is why an hour here covers more ground than anywhere else on the island.

One Stop Duty Free Shop — widest range, daily 9am-9pm

Bandar Labuan, close to Victoria Point and the ferry terminal, open 9am to 9pm every day, on +60 87-421 178. It carries one of the deepest spirits ranges on the island — single malt Scotch, Irish, Welsh, Swedish, American bourbon, Japanese and Taiwanese whiskies — plus cigars from Cuba, the Dominican Republic, Nicaragua and Honduras. It is also the most reviewed duty-free shop in Labuan at 4.2 stars across more than 740 Google reviews, and those reviews are consistent on one point: the selection is the best available but the prices are not the lowest, on chocolate as well as spirits. Worth walking the range here, then buying at Sky Park or LMJ if you already know the bottle you want.

Sky Mart Duty Free (ferry terminal) — the only one genuinely on your way out

Ground Floor of the Labuan International Ferry Terminal, on +60 13-498 2481, open 9am to 9pm Monday to Saturday and from 8am on Sunday — the earliest opening of any shop on this list, which matters if you are on a morning boat. Chocolate is the draw rather than spirits, and regular shoppers report the branch discounting stock heavily as expiry dates approach, so check dates before you commit to a bulk buy. This is the branch to use for a genuine last-minute stock-up; its Financial Park sibling below is not on the way to anything.

Sky Park Duty Free — same chain, inside the mall, closes 6pm

Units A019, A020 and B011 on the ground floor of Financial Park, on +60 87-422 562, open 10am to 6pm daily. It is the same operator as Sky Mart at the ferry terminal but keeps three fewer hours at each end of the day, which catches out shoppers who assume mall hours apply — Financial Park itself trades until 9pm. Shoppers rate it 3.7 from 64 Google reviews and single out the chocolate range. Because it sits a few doors from Xtreme Computer Zone and the mall's supermarket anchors, it is the practical choice if you want to compare prices against One Stop without a second trip across town.

LMJ Duty Free — cheapest-feeling independent, closed Sundays

A small family-run outlet on Jalan Bunga Kenanga, just off Jalan Merdeka, selling whisky, vodka, wine and beer from local and international labels. Hours are 8am to 5pm Monday to Saturday and it is closed all day Sunday — the trap on this list, because Sunday is exactly when weekend ferry traffic peaks. It publishes no phone number or website and carries no Google photos, which tells you the format: a shophouse counter, not a showroom. Go on a weekday, know what you want, and bring your passport or MyKad for the eligibility check.

Xtreme Computer Zone — the electronics stop, trading since 2006

Registered with the Labuan Corporation and the Companies Commission of Malaysia since April 2006, this IT retailer now occupies Units A014/A, A014/B and Kiosk 27 on the ground floor of Financial Park — an expansion on the two lots it held previously. Reach it on +6087 581776 or xtremecomputerzone@yahoo.com. It sells computers, laptops, printers, servers, networking gear, CCTV systems and accessories, and also does repairs, equipment rental (including projectors), wireless installation and IT consultation. It publishes no opening hours of its own, so treat the mall's 9am-9pm as the outer bound and call ahead for anything specific.

UTC & Labuan Central Market — 8am to 5pm daily, not 9pm

Not duty-free, but the island's main market and its best-reviewed shopping destination at 4.2 stars from more than 2,000 Google reviews. It sits on Jalan Bunga Tanjung, on +60 87-408 600, and opens 8am to 5pm every day of the week — worth correcting, because the 8am-9pm figure quoted in many guides (including an earlier version of this one) is wrong and will cost you an evening trip. Downstairs is the wet market for meat, fish and vegetables; upstairs are accessory stalls; there is a food court and the government's UTC one-stop service counter on site. Shoppers come for Bario rice, sun-dried fish (ikan tahai), local batik and pearls.
