Delayed Five Hours in Malaysia: The Refund Your Airline Must Offer, and the Regulator That Is No Longer MAVCOM

Malaysian air passenger rights are written into the Malaysian Aviation Consumer Protection Code 2016, and almost every guide online still tells you to complain to MAVCOM. That has been wrong since 1 August 2025, when MAVCOM's regulatory functions moved to the Civil Aviation Authority of Malaysia. The Code itself did not change. At two hours late the airline owes you meals and refreshments; at five hours it owes you a hotel if a night becomes necessary, and since the September 2024 enhancement it must also offer you a refund in your original mode of payment, before it offers you a voucher. Cancellations carry a 30-day reimbursement deadline. Baggage claims die if you miss a 21-day or 7-day writing deadline.

A bag that goes missing is covered to 1,288 Special Drawing Rights, which is about RM7,120 at Bank Negara's published rate. One thing has changed and most guides have not caught up: the agency you complain to is no longer MAVCOM. Its old website does not even resolve any more.
