Quick take: seven operators renting in Penang, all checked on their own websites on 21 September 2026. Five publish a rate card you can read without entering dates. The spread on the same Perodua Axia is RM60 to RM135 a day, and the variable that moves it most is not the company, it is how many days you book.

Penang rewards a car more than most Malaysian destinations. George Town is walkable and the rest of the island is not: Batu Ferringhi is half an hour up the coast, Balik Pulau sits over the hill spine, the Snake Temple and the airport are south, and the mainland side at Butterworth and Bukit Mertajam is a bridge away. Grab works on the island but gets thin and expensive once you leave the heritage zone.
The rental market here splits into three kinds of business, and comparing them like for like is where most people go wrong.
There are the traditional Penang operators, who quote a day rate and deliver the car to you. There are national fleet companies with a Penang presence and a published rate card. And there are the app-based services, which charge by the hour and include fuel or insurance in ways a day rate does not.
One name you will still find in old guides is no longer bookable. SOCAR, which held the large majority of Malaysia's car-sharing market, notified users through its app on 14 August 2026 that it would cease operations, and it closed on 31 August 2026 after eight years. Wallet top-ups stopped on 15 August and cash refunds opened on 1 September. If a blog still lists SOCAR as a Penang option, it has not been updated since August.
How to choose in this category
Four things decide what you actually pay, and only one of them is the headline rate.
The first is the length of the booking. Several Penang firms tier their rates steeply. Car Rental Penang's own table drops an Axia from RM120 for a single day to RM60 a day once you pass seven days, which halves the cost of a week. A company with a higher one-day rate can easily be cheaper over five days.
The second is delivery. Free delivery to Penang International Airport is now close to standard among the local firms, which removes the traditional reason for using an airport counter. Check whether free delivery extends to your hotel, to Penang Sentral, or to the mainland, because that varies.
The third is the deposit, which is real money held for the length of your trip. Pink Pingu publishes RM200. WAHDAH waives it entirely for its WaClub members. A cheaper day rate with a large deposit can be the worse deal if you are travelling on a tight card limit.
The fourth is the licence rule, which matters if you are not Malaysian. PenangBook accepts English-translated licences and requires an International Driving Permit for non-ASEAN travellers. TREVO accepts ASEAN licences without an IDP. GoCar requires a Malaysian phone number and a credit or debit card, which quietly rules out many short-stay visitors.
What each operator actually publishes
Two of the seven do not publish a model by model rate card at all, and that is worth knowing before you spend an evening comparing. Big Thumb quotes a starting figure on its Penang airport page and then requires you to run a booking with dates to see anything more. GoCar and TREVO price by the hour and by the individual car respectively, so neither produces a table you can line up against a day rate.
The three that do publish a full card are WAHDAH, Car Rental Penang and Pink Pingu, and the card below each of them is read from their own site rather than from an aggregator. Where a figure is not published, this list says so instead of filling the gap with an estimate.
How to pick, in one paragraph
If you are in Penang for a week and want the lowest total, price Car Rental Penang's seven-day tier first, because RM60 a day for an Axia is the lowest published number on this list by some distance. If you want a fixed price with no negotiation and a deposit you can avoid, WAHDAH's rate card is the most transparent of the seven and its airport delivery point is specific down to the gate. If you are landing late and want the car waiting, PenangBook and Big Thumb both make airport handover their core promise, and PenangBook publishes a first-time discount code on its own homepage. If you only need a car for an afternoon in Balik Pulau, an hourly booking through GoCar will beat any day rate. And if you want a specific model rather than a category, TREVO is a peer-to-peer marketplace, so you are choosing an actual car from an actual owner.
One last practical note. Penang's two bridges and the ferry all carry tolls or fares that are not included in any rental rate, and most of these companies hand over the car with a Touch 'n Go card on request rather than by default. Ask for it when you book.
