Moving house in Malaysia is not one change of address. It is eight or more, each held by an agency or company that does not share data with the others. JPN does not tell the Election Commission, TNB does not tell Indah Water, and your old water account keeps running until you close it. Miss one and you can end up paying someone else's bills, or turning up at the wrong polling centre.

We read each step below on the agency's or company's own page on 19 October 2026: JPN's address-change service and FAQ, TNB's Change of Tenancy, security deposit and account closure pages (including its deposit calculator), Air Selangor's change-of-ownership and closure pages, IWK's customer portal FAQ, the relocation pages of Unifi, Maxis, CelcomDigi and Astro, JPJ's address form, LHDN's e-services list and a Klang council notice on Form I. Where a fee is not published, we say so.

1. Your MyKad, at a JPN counter

The National Registration Regulations 1990 (regulation 15) require you to update your identity card address if you move to a home where you will live for 90 days or more. JPN's Director-General told RTM on 23 July 2026 that not updating can be an offence under regulation 25, though JPN is not running enforcement on it.

  • Fee: RM10 for citizens, RM40 for non-citizens. A new card is printed because the address on the chip cannot be rewritten.
  • Where: in person at any JPN counter. There is no online route. Under-18s come with a parent or guardian.
  • Bring: your IC plus one original or certified copy of proof of address, such as an electricity, water, sewerage or assessment bill, an income tax assessment, the sale and purchase agreement or tenancy agreement, or a letter from a Ketua Kampung, ADUN, MP or employer. A PO Box or office address is not accepted.
  • Collection: about 30 minutes at offices with card printers; otherwise 5 working days in the Peninsula and 7 in Sabah, Sarawak and Labuan.

2. Your voting address, separately

This is the step most people miss. Changing your MyKad address does not change where you vote. JPN said in July that voters must apply to the Election Commission (SPR) themselves, which is done online through MySPR. SPR publishes a supplementary electoral roll every month listing voters who changed division, and you can check your polling centre at mysprsemak.spr.gov.my.

3. Your driving licence and car grant

JPJ's own published route is form JPJ C1 (change of address, under section 58A of the Road Transport Act 1987), sent by registered post or fax with a copy of your IC. Once JPJ acknowledges it, you go to a JPJ office within 14 days to update the vehicle grant or licence. We could not confirm on JPJ's pages whether the MyJPJ app now handles this.

4. Electricity: open the new, close the old

If the new home already has supply, you apply for a Change of Tenancy on myTNB or at a Kedai Tenaga, with the form, a copy of your IC marked "For TNB Purpose Only" and a declaration form. You pay:

  • a security deposit of about two months' estimated use (cash deposits earn 2.5% a year)
  • RM10 stamp duty
  • a RM3 processing fee for a normal low-voltage home

TNB's own deposit calculator gives these figures for a new single-phase domestic account: RM170 for a flat or kampung house, RM250 for a low- or medium-cost apartment or single-storey link house, RM500 for a double-storey link, townhouse or condo of up to three rooms, RM700 for a larger semi-D or condo, and RM900 for a bungalow or penthouse. Three-phase supply costs more, up to RM1,600.

Then close the old account yourself. You stay liable for usage until you do. TNB takes a final reading, deducts the final bill from your deposit and refunds the rest, by bank transfer first, within one month. For landlords, a tenant's Change of Tenancy moves the bill into the tenant's name, but the landlord loses the right to ask TNB to disconnect. Sabah and Sarawak are served by SESB and Sarawak Energy, which have their own procedures.

5. Water and sewerage

Water is a state matter, so the process depends on where you move. In Selangor, Kuala Lumpur and Putrajaya, Air Selangor handles change of ownership and closure online only. You settle any arrears first, upload meter photos, and pay a deposit, stamping fee and processing fee; Air Selangor does not publish those amounts on the page. Closing an account takes up to 12 working days, and the deposit goes back to your bank.

Indah Water is the one that catches people out. The sewerage account does not change when TNB or the water account does. Owners file form R04 (Pertukaran Pemilikan) through eSubmission on IWK's customer portal with the relevant SPA pages and an assessment bill. IWK's FAQ says a buyer is liable for all charges on the record unless IWK was told of the sale beforehand, so ask the seller for the latest IWK statement before completion. Tenants leaving a property settle the bill and email care@iwk.com.my with their last tenancy date.

6. Broadband and TV

  • Unifi: no relocation charge, 7 to 14 business days where there is coverage, the old line stays live until the new one is installed, and your contract is not renewed. Your home phone number may change.
  • Maxis Fibre: RM300, requested at a Maxis Store; your commitment period carries over.
  • CelcomDigi Fibre: RM200, and the contract restarts for 24 months after installation.
  • Astro: reinstalling a satellite box is RM65. Moving an Astro broadband or IPTV service within six months of signing costs RM500.

7. If you bought the house

Section 160 of the Local Government Act 1976 requires the seller or buyer to file Form I (Notice of Sale or Transfer of Ownership) with the local council within three months of the transfer, so the assessment bill moves into the new owner's name. Councils are starting to enforce it: Klang's MBDK says late filings face a RM1,000 compound from 1 August 2027.

The rest of the list

Update your address with LHDN through e-Kemaskini Profil Diri Individu on MyTax, and separately with your bank, EPF, insurers, your employer's HR and any online shops. None of them reads the address from JPN.
