From 1 January 2027, only intermediaries registered with and approved by JPJ may transact on a customer's behalf at any JPJ office. Registration opens online on 1 November 2026 and, according to the director-general, is free. Approved runners get a two-year digital ID. An International Driving Permit from JPJ costs RM150, lasts exactly one year and is issued only to competent licence holders whose licence has more than a year left. The road tax exemption for electric cars ended on 31 December 2025. We read JPJ's 2026 rate circular line by line: road tax now rises in RM10 to RM350 steps for every 10 kW of motor power, from RM20 up to RM20,000. Most EVs sold in Malaysia pay RM30 to RM335 a year, and Sabah and Sarawak pay the same as the peninsula.

JPJ's rule is two numbers: at least 70% light through the front windscreen, at least 50% through the two front side windows. Behind those, nothing is capped. Going darker at the front is legal only with a written JPJ approval, and JPJ's own conditions document prices it: RM50 to apply on health grounds, or RM50 plus RM5,000 on approval if the ground is security, both non-refundable, both valid two years. Against that, the installation itself is cheap and wildly inconsistent. We read eight Klang Valley operators' own websites on 8 September 2026. Four publish a price and four do not, and among the four that do, the same phrase "full car tint" runs from RM249 to RM4,500.

JPJ publishes a fee for almost everything it touches. A learner licence for a car is RM30 for three months, a probationary licence is RM60 for two years, the theory test is RM27 plus 8% SST and a retake is RM17 plus 8%. Add every government fee a first-time car driver pays and it comes to well under RM200. The bill people actually pay is RM1,477 for a manual and RM1,577 for an automatic at one Melaka institute, because JPJ states plainly that it does not set driving institute prices. There is one exception, and one way to pay nothing at all.

Selling a used car privately costs far less in fees than most people assume, but the number almost every guide prints is wrong. The JPJ transfer is RM100 for a private vehicle and RM3 for a motorcycle, filed on mySIKAP. The inspection that must come first is quoted as RM30 and actually costs RM37.80 once the RM5 booking fee and 8% SST are added. Two things changed this year in the seller's favour: the inspection report is now valid for 120 days instead of 60, and Puspakom is no longer the only inspector. But Carro's eight announced centres are not all open — only four are, and all four are in the Klang Valley.
